Emil was born in Seward, Nebraska on March 26, 1918 to Lewis and Agnes Chloupek. He grew up farming on his family homestead. While in Nebraska, Emil met Mary Nekl and were married on October 29, 1946. They were married for almost 51 years. They had four children: Melvin, Tom, Nancy, and Marcy. They moved to Oregon in 1957. Emil spent his working years owning several gas stations, and working for the Salem School District as a mechanic as well as in the warehouse; which he retired from in 1977. Emil enjoyed fishing, bowling, billiards, playing cards, and teasing everyone around him. Emil always had a smile on his face. His greatest joy was spending time with his family and watching it grow. In his final years, he lived at the Springs in Salem. His final days were spent living at the Hooper Adult Foster Care home in Keizer, where he was treated with much love and dignity and many prayers.
