

Military service:
Enlisted in the USAF in Sep 22, 1960. After completing basic training in San Antonio, and Radio Intercept and Analysis technical school in San Angelo, his first assignment was in Taipei, Taiwan with the USAF Security Service. He returned to TX in 1964 for more training in Intelligence Operations. Then to Wiesbaden Germany from 1966 to 1968. From there to Okinawa Japan from 1968 to 1971.
In 1971 he transferred to Darmstadt Germany. The unit moved to Frankfurt Germany later that year, where he served until 1973. His unit relocated to Shefford England, where he served from 1973 to 1977.
In 1977 Homer was reassigned to San Antonio as Radio Communications Analysis and Security Superintendent. Throughout his 17 1/2 years with USAF Security Service, much of his duty was accomplished on temporary assignments at various bases worldwide, to include the Vietnam area of operation.
While assigned to Kelly AFB in San Antonio, his expertise was needed in the fast emerging Electronic Data Processing field, which gave him the opportunity to retrain as a computer programmer. He was transferred to Air Education and Training Command on Randolph AFB, where he served as Superintendent of the Flying Training Programming and Accounting Systems. He developed numerous computer programs to automate the projection, acquisition, and training of pilots and navigators for the DOD, as well as our NATO allies. His distinguished military career culminated when he retired from the USAF in September 1982. His decorations include: Small arms Expert Marksmanship Ribbon (he was always a Sharp Shooter); USAF Longevity Service Ribbon with four oak leaf clusters; National Defense Service Medal; USAF Good Conduct Medal with one silver leaf cluster; Vietnam Service Medal; and Meritorious Service Medal with two oak leaf clusters. Immediately after retiring, Homer completed an accelerated degree program at Southwest Texas State University earning his Bachelor of Applied Arts and Sciences Degree with distinction. Homer went on to perform a 26 year career in Federal Civil Service as a Technology Specialist with Tri-Service Infrastructure Management Program Office Development Branch at Fort Sam Houston, for which he received numerous awards and Quality Step increases. He provided oversight of worldwide infrastructure deployment activities for the Military Health System. He was a team leader on large scale applications development projects such as the Dental Workload Reporting System, and Army Medical Property Accounting System. He developed and maintained numerous database applications within the Healthcare Management System, He lead the redesign and application development of the correspondence course for the USA Medical Communitys Non-Resident Instructional Branch. He transferred to the Operations Division Deployment Branch as part of the Tri-Service Information Technology Reorganization. There he served as team member in the worldwide deployment of Ambulatory Data Systems, and Year 2000 infrastructure upgrade. He oversaw site surveys and follow-on infrastructure installations, ensuring compliance with drop placement criteria, statements of work, and ANSI/TIA/EIA guidelines. He was a treasured project manager traveling to military hospitals around the world. Homer was an IT professional with over 30 years of experience working with DOD, performing site surveys, upgrading, installing, designing, programming, training, and performing Quality Assurance of DoD networks at US military installations worldwide. But Homer didn't just stop there. After retiring from Federal Service, he continued to serve his fellow veterans by volunteering over Eleven Thousand hours with the Department of Veterans Affairs, for which earned him the President's Volunteer Service Award in 2020.
Homer is survived by his wife of 36 years, Anne M. Waring. He is further survived by daughter, Lisa (Waring) Cates, her husband Toby and her mother Lynda (Schambach) Waring; Stepdaughters, Carol (DePuy) Kinard and her husband Jeff, Lori (DePuy) Brazzill and her husband Mike; Grandchildren Tristan and Angela Cates, Chris and Brent Frysinger, Aleyna Brazzill (fianc Michael Garcia) and Brenna Brazzill; Great-grandson Raiden Frysinger; Siblings Linda (Waring) Kurtz and her husband Wayne, John Waring and his wife Sharon, Sue (Waring) Thompson and her husband Bill and his long time friend Peter Poponne. He was preceded in death by his parents, Paul and Doris Waring and his father-in-law and mother-in-law, Arthur and Mary Mentnech and Nathan Koontz.
Homer spoke calmly with few words, but, when he spoke, his words projected wisdom from someone with significant experience and integrity. He was highly trusted and admired by everyone who interacted with him. Both colleagues and friends enjoyed his company. His sense of humor was one of a kind. Everyone who knew Homer would agree that it was impossible to walk away from him without feeling better than when you first met him. Homers spirit lives on in all that had the privilege to know him. He could tell the best stories. He could tell the best bad jokes. His adventurous spirit was something to admire and envy. He took every opportunity to find out unique things about the places he went. He enjoyed getting lost because that is when he found the best things, off the beaten path. Homer grew up in Linesville, Pennsylvania surrounded by love. He took that love he learned and multiplied it every chance in every place he went and every person he met. He loved his country, but mostly he loved his family. If you are unable to make it to Homers memorial services, he would be okay with that because he wont be coming to yours.
The family will receive friends from 5:00 to 8:00p.m., Thursday, March 31, 2022 at Porter Loring Mortuary West.
