

He was stationed in Mississippi, Arizona, Spain and Turkey during his service with the United States Air Force.
In 1967, Jeff and Cindy met in Madrid, Spain and in 1971, they married in Omaha, Nebraska and shared a rare and remarkable love for one another.
In 1974, Jeff earned his Bachelor of Arts degree in Psychology from Long Beach State University. He worked for Selective Service at Los Alamitos and then worked as a Civil Servant for the Army at Ft. MacArthur, San Pedro. Jeff was then relocated to Ft. Ord, California and next moved to Ft. McPherson, Georgia, working first as a Logistics Intern and soon became a very successful Logistics Manager.
He was a member of the American Society of Military Comptrollers and wrote many articles that were published in their magazine. Jeff transferred to Ft. Sam Houston in 1986. He retired as the Deputy Director of Information Technology in 2004. During his professional career, he was honored with numerous national awards and accolades.
Throughout his life, Jeff enjoyed many hobbies including writing, gardening, decoupage, woodworking, working with rocks and stones and web design. He had an extensive Japanese Stone collection and designed an admired webpage on the art of Suiseki, which was later converted into Japanese. He was also an active member of the National Bonsai Society.
Jeff was known by many for his dry sense of humor, quick wit and genuine passion for helping others. Like the song, "Oh Lord Its Hard to Be Humble", to know him was to love him!

He was preceded in death by his parents, James Melvin and Emma Carpenter Holmes.
Jeff is survived by his loving wife, Cindy; daughters, Cilla Stultz and husband, Jay, Crystal Lee and husband, Ritchard; grandchildren, Devan and Jeffrey Stultz, Aidan and Ella Grace Lee; brothers, James Richard of Arkansas and Stephen Eric of California; as well as numerous family and friends.
Interment will be held with Military Honors in Ft. Sam Houston National Cemetery at a later date.
