

He was born in San Antonio on September 9, 1915, but lived in Mexico where his father was superintendent of a mining operation until he was 9 years old, after which he and his family returned to San Antonio.
He attended Alamo Heights schools and graduated from Texas A&M with a degree in chemical engineering in 1936. He was commanding officer of the first chemical engineering ROTC company at Texas A&M, and was also a member of the swimming team. Following graduation from Texas A&M, he worked as a chemical engineer for Humble Oil & Refining Company in Baytown, Texas.
In 1938 he married the former Mary Gene Franklin of McKinney, Texas and they continued to live in Baytown until he was activated as an officer in the Chemical Warfare Corps at the beginning of World War II. He served in the Pacific Theater throughout the war, was discharged as a major, and returned to Baytown where he resumed his employment as a chemical engineer until he retired in 1975, when he and his wife moved to San Antonio, where he remained until his death.
While in Baytown, he was a member of Trinity Episcopal Church where he was superintendent of Sunday Schools and served on the vestry.
In San Antonio, he was a member of St. Mark's Episcopal Church, served as the Church Archivist, and was active in many other roles in support of St. Mark's Episcopal Church.
He is survived by his wife of 65 years, Mary Gene; son, Richard F. Halter and his wife, Beverly; son, Dr. Jack C. Halter and wife, Anne; and son, Grant W. Halter and wife, Sheryl; grandchildren, Richard G. Halter, Laura Chaput and husband, Dr. Christopher Chaput, Amy Halter, Jenny Baldwin and husband, Rob, and Brandon Halter; four great-grandchildren; brother, Guy S. Halter and wife Virginia; niece, Audrian Spencer.
