

Robert Earl Van Winkle, age 63, passed away on July 3, 2015 in San Antonio, TX after a long battle with cancer. Robert was born on November 7, 1951 in Knoxville, TN to parents Robert Hearl Van Winkle and Margaret Robinette. He proudly served the United States Army for over 44 years. His military career began in February of 1971 where he served 24 years in various assignments including the 10th Mountain Division, III Corps, 3rd Armored Division, United States Army Europe, United States Army Sergeants Major Academy and 10th Special Forces Group.
Robert retired from the military in 1995 and took a Veterans Readjustment Act appointment as a Government civilian. His first assignment was as a Command and Control technician in DCSIM USAREUR. He later moved to ODSCOPS USAREUR where he quickly became the Chief of Plans, Programs and Requirements Branch, responsible for Plans, Logistics and Configuration for the Standard Theater Army Command and Control System (STACCS), Global Command and Control System (GCCS) and its Army version (GCCS-A). Robert planned and implemented GCCS-A in seven different countries and served as an advisor for Command and Control Systems to the DCSOPS USAREUR.
In July of 2001, Robert returned to the U.S. where he served as the Chief, Business System Solutions Division, for the Director of Information Management at Fort Sam Houston, TX. In January of 2003, Robert was selected to serve in the newly created Southwest Regional Chief Information Management office and quickly became the Chief, Network Service Center. Robert managed the NSC operations in Integration and Synchronization, Information Assurance and Network Operations. Robert joined the staff of the 106th Signal Brigade in July 2008. He served as the Deputy S3 and S3 responsible for planning, directing and managing S3 programs, operations and technical control to subordinate units and coordination with installation Directors of Network Enterprise Centers (NEC) within the assigned region.
Robert's education includes a Bachelor of Science Degree in Management and Computer Studies from the University of Maryland. Robert was an honor graduate of the United States Army Sergeants Major Academy.
Robert was extremely passionate about his work, his country and most of all, his family. He always said, "I thought I had it all until I had grandkids".
Robert was preceded in death by his Father, Robert Hearl Van Winkle; Mother, Margaret Robinette; Sisters, Bonita Van Winkle, Rita Booth, Yvonne Schneider and Aleta Thomas.
Robert is survived by his Wife, Ursula Van Winkle; Daughter and Son-in-Law, Angela Allen and Raleigh Mull; Son and Daughter-in-Law, Daniel and Kelly Van Winkle; Sisters, Donita Cook and Angela Isles; Brothers, Danny Van Winkle, Donald Ray Van Winkle and Roy Van Winkle; Grandchildren Joshua Allen, Sophia Allen and Emery Van Winkle.
