

Barbara was born in San Diego on May 16, 1931. She grew up in Kensington and attended the San Diego Academy and later graduated from Hoover High School. Barbara was gifted with a beautiful soprano voice and performed at the Starlight Bowl.
Barbara married Rick Owens and lived in La Mesa for many years. They opened Rix Clothes Horse in Grossmont Center and a second location in downtown San Diego. The boutiques offered a curated selection of elevated fashion for local professional women.
Barbara and Sheldon DeGraff designed the infamous uniforms worn by the stewardesses at Pacific Southwest Airlines (PSA) in the 1970's. The uniform was worn with hot pants and boots.
Over the years, she acquired investment properties in Mission Hills, Hillcrest, and University Heights.
Her philanthropic contributions included bringing much needed medical services to Barrio Logan with a group of community leaders. It was originally The Chicano Free Clinic, now known as the Logan Heights Family Health Center. She also took several trips to remote villages in Mexico with The Flying Samaritans.
She is survived by her daughter, Kelley Towers (Del Mar) and her sister, Penny Moreno (Scripps Ranch).
