

Cesar was born on September 7, 1923 in Angeles City, Philippines, to Justino and Maria Arcilla. He was the fifth of ten children.
Cesar is survived by his wife Fidela of 69 years, his seven children Art, Nenette, Marian,, Bing,, Dennis, Lei Jones and Joey Arcilla. He was preceded in death by his youngest son Jaydee Arcilla in 1992. He is also survived by his sisters Corazon Bernardo and Angelita "Curing" Flores, both in the Philippines; his 14 grandchildren Allan, Aileen, Jason, Norman, Dianne, Michael, Heidi, Aimee, Ivan, Eliza, Marie, Marco, Brianna and Noni; his great-grandchildren Lily, Charlotte, Fiona, Ava, Hazel, and Sophie, nieces, nephews and extended family.
Cesar was a loving husband, father, grandfather, great-grandfather and friend to all.
Cesar was a World War II veteran who survived the Bataan Death March at the age of 18. After being honorably discharged from the Philippine Army after the war, he worked as a civilian employee with the US Air Force at Clark Air Base, Philippines for 32 years. He and his family migrated to the US in 1983 and settled in San Diego, CA where he worked at Teledyne Ryan Aeronautical for 12 years.
Cesar was an avid tennis player. He played tennis until in his early 80s. In his retirement years, he sought projects at home doing carpentry and gardening to keep busy and make his home comfortable and enjoyable. He also was a passionate photographer especially in his younger years developing and printing photographs of his family, friends, relatives and whoever sought his artistic talent.
Cesar was affectionately referred to as "Tatang Ising" and became a father figure in his hometown of Bamban, Tarlac, Philippines. He was very involved in his community -- volunteered and partook in civic and religious events, served as Eucharistic minister, was a follower of the Cursillo, and was a Boy Scout leader -- always demonstrating what it means to live a life of purpose.
