Barbara was born on April 6, 1930 to Marie (DeWitt) Fowler and Jack Theron Fowler in Scottsbluff, Nebraska. She attended school in Scottsbluff and graduated from Scottsbluff High Scholl in 1948. She was employed at the Midwest Theatre, Scottsbluff Sash & Door Co. and Ringsby Trucklines.
She married Winnie D. Sipp in 1949 and to this union two daughters were born, Conny and Nancy. She was the bookkeeper for their business Western Café until 1974. She was later employed at the City of Scottsbluff Street Department for 23 years. Worked as secretary for 4 years, was promoted to Street Foreman in 1978 until retirement in 1997.
She served on various committees for the city. Barbara enjoyed painting ceramics and needlework.
She is survived by her daughters Conny Ann Herdt and Nancy Jean Bauer; three grandsons Travis Herdt, Kelly Herdt and Mason Bauer; one granddaughter Michelle Bauer; one great grandson Noah Bauer and cousin Ann Hayes.
Barbara was preceded in death by her mother Marie Jackson and stepfather R.L. Jackson and son-in-law Lynn F. Herdt.
