He was born on December 8, 1944 in Sabinas, Coahuila, Mexico to Francisco Fuentes Barrientos and Maria Graciela Rodriguez Salinas. Refugio was raised in Sabinas before moving to Kaufman.
He was a Galvanizer at Falcon Steel, where he worked for more than 25 years. In his spare time, he loved listening to music, especially Johnny Cash. He also enjoyed fishing.
He is preceded in death by his parents Francisco and Maria; Alberto, Juan, Angelica, and Julio.
He leaves behind his sisters, Francisca, Maria Blanca Fuentes, and a half-brother Jesus Flores Fuentes, as well as many nieces and nephews.
