

Jim was born on April 17, 1941, and grew up in Pittsfield, Massachusetts. He was the son and only child of the late Howard and Nina (Boyington) Hogue. He graduated from Pittsfield High School in 1958, the University of Massachusetts in 1963 with a Bachelor of Arts degree in English, and Naval Officers’ Candidate School in 1964.
Jim served four years in the Navy, beginning as a communications officer on the USS Alstede and later as a Lieutenant (Senior Grade ) at the Pentagon in Arlington, VA. He received the National Defense Service Medal.
After his Navy service, Jim settled in Alexandria, Virginia. His first civilian job was as an editor/writer for Southern Railways and the Association of U.S. Army. In 1969, he began a rapid rise in politics and government when he became Director of Creative Services at the Republican National Committee. In 1970, he was asked to join the White House as Staff Assistant to the President. In 1972, he became Director of Congressional Relations for the Price Commission during Phase 2 of the Economic Stabilization Program. Between 1973 and 1975, he served as Deputy Assistant Secretary of the Treasury under Secretary George Schultz, traveling with him to the Asian Development Bank meetings in Malaysia and the South American Development Bank meetings in Chile. In 1975, he joined the US Department of Labor as a Deputy Under Secretary for Legislative Affairs under Secretaries John T. Dunlop and W. J. (Bill) Usery.
In 1977, he left government and joined Malmgren and Associates, an international trade consulting firm. This experience led him to found International Publications, a firm specializing in providing information and analysis to firms worldwide on development opportunities supported by the Export/Import Bank, USAID, and the World Bank. He continued to lead International Publications for 35 years until his retirement in 2006.
Before his illness, Jim loved reading, playing cards, and watching professional football.
Jim will be missed by his daughter, Allison, and her husband, Richard Floisand, and his grandchildren, Evan and Anja Floisand.
