
Frederick Nolan Phillips died May 29th after a month-long fight with Covid-19. He was born June 1st, 1942 and raised in Harrisonburg, Virginia by Marvin & Clara Phillips. He grew up with his brother Billy and sister Joyce. Fred was a precocious teen and left for the Navy before graduating High School. He served four years, and then used some of the skills he acquired to start his very successful career as a Civil Engineer. He met his wife Roslyn Phillips when they both were working at Quinn Mechanical in Montgomery County, Maryland. The two were married in 1981 and raised four children together. He eventually started his own company, Phillips Technical Services, and had a hand in designing many of the large buildings constructed in Montgomery County and beyond in the last 4 decades. Fred was an avid fisherman, and had his captain's license. The prized marlin he caught was placed for all to see in his office for years. He was also very involved in the Drama Ministry at Good Shepherd Lutheran Church in Gaithersburg, Maryland. He would film all the shows, while his wife Roz directed them in the 1980's and 90's. He even constructed the stage. For the past 16 years, with his wife in declining health he was her sole caregiver; a responsibility he handled with love and dedication until the very end. She passed away 2 days after he did. Fred is survived by his four children, Diane, Steve, Joel and Ricky, along with 7 grandchildren and 4 great-grandchildren.Fred will be laid to rest at Arlington National Cemetery with his wife Roz at a date to be determined next year. A memorial service will occur within the next few weeks at Good Shepherd which will also be live streamed.
