Born on November 26, 1943, in Buffalo, New York, to Morris and Pearl (Konovitz) Fox, Maier developed a deep appreciation for history from an early age. He graduated from Bennett High School and earned his B.A. in History from the State University of New York at Buffalo and Ph.D. from George Washington University.
Maier was a dedicated historian and researcher for the U.S. Capitol Historical Society, United Mine Workers of America and the Wilson Center for Public Research.
