Jay was born to James Earl Evans and Erma Eileen Roe. He grew up in the Anderson and Daleville, Indiana area, later moving to Michigan and then to Florida. Jay learned the roofing trade and made it his trade for life. In 2003, Jay became disabled due to an accident. He was able to overcome some of his handicaps as he grew older and learned to play the guitar. He loved to fish and meet people; he loved to show them pictures of his dog and guitar. Jay had a warm and outgoing personality. Jay never met a stranger. Jay also loved to go to church services. He was able to play in the church band at Spring Hill Calvary and enjoyed the activities. Jay enjoyed Pastor Ed and all the church family and friends he met there.
He is survived by his mother Erma Eileen Evans Phillips Rutledge, his stepfather James Rutledge, his son Jay Jr. (engaged to Mary Betzen), his stepson Michael McGlynn (wife Heather), sister Pamela Renee Phillips Creason Abel (husband George), stepsisters Babet Regalado (husband Benjamin), Lisa Spanagel (husband Steven), his ex-wife Jeanne Evans Coulter (Raymond), and several nieces and nephews, cousins, aunts and uncles.
