

He is survived by his wife, Mary; sons, Kent Norton Salisbury and Jeffrey Bridges (wife, Tracy); daughter, Stefanie Bridges-Knapp (wife, Jacki); grandchildren, Morgan and Taylor Bridges, Joseph and Delaney Barrow, Ethan, Katie, and Cooper Pace; and great-granddaughter, Eliza Pace. Phil is also survived by his two brothers and two sisters and their spouses which include John Salisbury (wife, Diane) of New Gloucester, Maine, Paul Salisbury (wife, Jeanne) of Newark, New York, Betsy Homer (husband, Joe, deceased) of Scotia, New York, and Sally Zelonis (husband, Mark) of Zionsville, Indiana; and several nieces and nephews.
Phil was preceded in death by his parents, John “Barney” and Louise Salisbury of Phelps, New York and a daughter, Megan Norton Salisbury.
Phil was a graduate of Colgate University in 1965. He interrupted his college education to serve in the Peace Corps in Liberia from 1962-1964. Following that service, he completed a master’s degree from the Maxwell School at Syracuse University. Phil’s professional career started as a budget and management analyst with the state of Wisconsin. Subsequently, he was regional manager for a negative income project at the University of Wisconsin. Moving to Springfield, Illinois, Phil served more than 30 years in various positions with state government: administration of program evaluation with the Department of Vocational Rehabilitation Services and a couple of administrator positions in the Department of Public Aid. During Phil’s retirement, he pursued interests in economics and politics by authoring and publishing six books which can be found by Search results for "Philip S Salisbury" (showing all 6 books at goodreads.com.
Phil’s wife, Mary and their family, especially his grandchildren, have been a special joy of his
life. We will all miss him.

Philip’s family will host a Celebration of Life service at 2:00 p.m. on Saturday, March 19, 2022 at Abraham Lincoln Unitarian Universalists Congregation, 745 Woodside Rd, Springfield, IL 62711.
