

Dr. Bard E. O’Neill, Lt Col USAF (retired), was born on July 21, 1941 in Poughkeepsie, NY and passed away on November 29, 2020 at his home in West Springfield, VA, with his loving family at his side. Bard married Nancy Gallagher in Yorktown Heights, NY in 1965. He is survived by his wife of 55 years and children: Suzanne (Thad); Andrew (Tippie); Sarah (T.K.); Steve, grandchildren: Jake, Leigh (Dillon), Dylan, Chad, Tyler, and Alexa. He is also survived by his loving niece Donna, and brothers-in-law Larry and Dennis (Cindy).
Bard graduated from Saint Michaels College in Winooski Park, VT and later earned his Masters Degree in Political Science from San Diego State College. He then went on to earn his PHD from the University of Denver, School of International Relations, in 1972. In 1963, he was commissioned as a Second Lieutenant in the United States Air Force, going on to service in Vietnam from 1965-1966, before retiring from active duty in 1985. During Bard’s time in the Air Force, he taught Political Science at the USAF Academy and in 1976, became Professor of National Security Strategy at the National War College at Ft McNair, in Washington, DC. Bard loved teaching, and upon his retirement from active duty, he stayed on at the National War College and assumed the position of Director of Middle East Studies and Studies of Insurgency and Revolution. In 2011, Bard retired as NWC’s Emeritus Distinguished Professor of National Security Strategy.
Bard was an accomplished lecturer and teacher for over 40 years. He was the author of countless journals and books including Insurgency and Terrorism: Inside Modern Revolution Warfare, considered a seminal work on the subject, and The Deadly Embrace: The Impact of Israeli and Palestinian Rejectionism on the Peace Process. Bard served as a consultant to various international and defense think tanks and US Government agencies including the Department of Defense, Department of State, Joint Chiefs of Staff, the CIA, Defense Intelligence Agency and National Security Agency. Bard led study groups to meet with heads of state and cabinet members in various countries across the Middle East. His dedication to educating senior government and military officers was the hallmark of his career.
Known for his humor and wit, Bard held a passionate dedication to Notre Dame Football, The Washington Capitals, baseball/softball, and Civil War history. He enjoyed spending time with family in Bethany Beach, DE.
Bard will be inurned at Arlington National Cemetery, and the date will be confirmed in the coming months. Donations can be made to the American Cancer Society or The Wounded Warriors Project.
