

She was born November 22, 1936, on a farm west of Carthage, IL, a daughter of Aleta Marshall and Lowell Stump. Joanne attended schools at Elvaston and Hamilton and graduated with the Class of 1954. She worked for the Agricultural Stabilization and Conservation office in Carthage after HS graduation for two years then moved East to Washington, D.C. where she was employed with the Department of Defense. She eventually worked for the U.S. Navy, the Army, and the National Guard Bureau retiring January 1996 after 35 years. She then volunteered for Meals on Wheels and the Clothing Bank at the Arlington Presbyterian Church in Arlington, VA, where she served as an Elder. She belonged to the Arlington Women's Club and served as the Club President from 2006-2008. She was a volunteer "Genie" at the national Archives in Washington, D.C. for 11 years. She belonged to The Hancock County Historical Society and the Fairfax county American Revolution (DAR). She was an aggressive genealogist and in 2003 published a book "The Descendants of F. William Hoener/Haner of Hancock County, IL. (Her Great, Great Grandfather on the maternal side). In 2006, she published "The Descendants of Robert Morgan" (her first husbands family).
Joanne was married to Gordon Morgan from Altoona, PA, February 17,1957 in the Elvaston Presbyterian Church. They were the parents of two daughters, Julie Kay and Cynthia Jo. Gordon died in 1970 and was buried in the Arlington National Cemetery. Cynthia died and was buried in Arlington National Cemetery, with her Father. Joanne's second marriage was to Theodore W. Bayler of Peoria, IL, on 24 June 1979 in the Arlington Presbyterian Church. He preceded her in death April 1st, 2019 in Greenspring Retirement, Springfield, VA.
Joanne is survived by her daughter, Julie Rendina and granddaughter Angela Jo Rendina of Falls Church, VA. Joanne's new family included Ted's daughters, Carlene (Mike Polich), Gretchen Kirkland and Cheryl Campbell, along with 7 grandchildren and 6 great grandchildren.
Burial will be at The National Memorial Park and King David Memorial Gardens on Lee Highway, Falls Church. There will be refreshments after the graveside service at Greenspring's Hunters Crossing in the Hall.
