Ann was born in Baton Rouge, LA on Valentine’s Day in 1943. She attended Baton Rouge High School and graduated from H. Sophie Newcomb Memorial College at Tulane University. She was trained as a manager at Filene’s Department Store in Boston, MA; but, was called by the social movements of the 60s to study Urban and Regional Planning at Florida State University where she received a Masters of Science degree in 1969. Ann met both of her husbands there on the same day. She married Philip Queen but was widowed after 18 months. She worked for the Planning Department in Brevard County, FL, and at the Institute for Social Welfare Research at the University of Georgia before reconnecting with Rick Shivar, her friend and husband for the next 50 years.
Ann lived in downtown Washington, D.C. where she had a 25-year career working for the Federal Government in the Departments of Health and Human Services and Education. In her last position, she administered the competitive grant process for research on Developmental Disabilities. In 1995, she helped organize the White House Conference on Aging. On retiring in 2003, she moved to St. Pete Beach and later to Westminster Suncoast Retirement Community.
Ann is survived by her husband Rick and his sister Sally Piercy; nephews Trey and Philip Giraitis, and David Piercy; nieces Jennifer and Sarah Piercy; and many loving friends.
