She was born in Washington, D.C. on November 14, 1915 to Frank and Anna (Tucci) Citrano.
Cecelia is preceded in death by her parents and by her husband, Adrian.
She is survived by two daughters, Theresa Oxendine and Catherine Williams; son, Frank Brown; six grandchildren and seven great-grandchildren.
A memorial service will be held on at 11 A.M. Wednesday, September 11 at Mullins & Thompson Funeral Service, Stafford Chapel.
Interment is private.
