

He was their only child and grew up surrounded by faith, discipline, and a strong sense of purpose.
Charles was educated in the Caddo Parish School System, and was a 1969 graduate of Valencia High School.
Following his graduation from high school, Charles attended Northwestern State University in Natchitoches, Louisiana, where he earned a Bachelor of Science in Accounting.
Soon after completing his undergraduate studies, he answered the call to serve his country and began what would become a distinguished 30-year career in the United States Army. His commitment to excellence in education continued throughout his military career. He earned a Master of Public Administration from the University of Missouri in 1985 and a Master of Science in National Resource Strategy from the National Defense University in 1995.
Throughout his military career, Charles commanded at the Company, Battalion, and Brigade levels and made history as the first African American Chief of the Finance Corps and Commandant of the U.S. Army Finance School. Inducted as a Distinguished Member of the Finance Regiment, his military accolades included multiple awards of the Legion of Merit, Defense Meritorious Medal, and Meritorious Service Medal.
Charles met his lifelong sweetheart, Joyce Marie Jackson, while they were in grade school. Their friendship blossomed into a deep and enduring love, and after years of courtship, they were united in marriage; a bond that lasted 53 beautiful years. Their union was blessed with one daughter, Yolanda Michelle Walker, born while he was stationed in Berlin.
Charles was a devoted husband, loving father, and respected leader who was admired not only for his professional excellence but also for his humility, kindness, and dedication to his community.
He was preceded in death by his beloved mother, Lillian Walker.
On November 9, 2025, Colonel Charles Ray Walker peacefully transitioned from this life. He leaves to cherish his memory his devoted wife, Joyce Marie Walker; his loving daughter, Yolanda
Michelle Walker; extended family members; and countless lifelong military colleagues and friends from across the world whose lives were deeply touched by his leadership, mentorship, and friendship.
