

Born on November 3, 1957, in Alexandria, Virginia, Terri was the beloved daughter of Pearl Howard and Ralph Howard. She grew up in Alexandria, where she attended Immanuel Lutheran Private School and Groveton High School.
Terri dedicated over 30 years of her career as a dental practice administrator. She was known for her kind nature, sharp wit, warm smile, humor, and positive outlook on life. Terri had a special way of lighting up any room and drawing people in with her welcoming spirit and beautiful smile. She was accepting of everyone and had a unique ability to make others feel as though they had known her for years, even upon first meeting. She was patient, a wonderful listener, and always ready to offer thoughtful advice to those in need.
She had a passion for cinema, style, and music, but above all, she cherished her family.
Terri is survived by her loving husband, Timothy Devine; her beloved children, Crystal Marshall Maggard, Tina Marshall Paolantonio, and Bryan Marshall; her sons-in-law, Jason Maggard and Mike Paolantonio; and her daughter-in-law, Stacy Marshall.
She was a proud and devoted grandmother to Taylor Maggard Mills, Jason Maggard, Kirsten Marshall, Lauren Marshall, Christian Paolantonio, Mackenzie Marshall Letica, Trevor Paolantonio, Ethan Paolantonio, Jackson Marshall, and Reagan Marshall, and a loving grandmother-in-law to Matthew Mills.
She also leaves behind her treasured great-grandchildren, Cash Mills and Emma Letica.
Terri is also survived by her dear stepchildren, Donielle Oliver Devine, Katie Devine Nelson, and Scott Devine; her cherished step-grandchildren, Mary Oliver, Haley Devine, Leah Nelson, Cayden Devine, Amelia Devine, Layla Devine, and Maddie Devine; and her great-grandson, Mateo. She is further survived by her nephew, Christopher Collier and her niece, Connie Carter.
She was preceded in death by her parents, Pearl Howard and Ralph Howard; her sister, Joan Howard Bowie; her brother, Michael Collier; and her adored sister, Sissy Michelle Collier.
A viewing and remembrance service will be held on Sunday, April 26, from 4:00 PM to 6:00 PM at Mullins & Thompson Funeral Service, 1621 Emancipation Highway, Fredericksburg, VA 22401. Family and friends are welcome to attend. Guests are asked to dress respectfully, though formal attire is not required.
In lieu of flowers, Terri and her family kindly request that donations be made to Autism Speaks (www.autismspeaks.org) in honor of her dear great-grandson.
Terri will be deeply missed and fondly remembered by all who knew and loved her. She has entered the Kingdom of Heaven to be with her Creator and is now reunited with her loved ones who passed before her. Though her absence leaves a deep void in our hearts, we rejoice in knowing she is healed, at peace, and with Jesus in her heavenly home.
May she rest peacefully and in eternal love and light as she was a light in this world for all her days.
