I think of you often my friend 🙏... Miss you..

When Beacon Christian Community Health Center started in 2006, Joe Carroll, with Community Board 1, was one of our earliest advocates and supporters.  Ever gracious with his time, friendship, thoughtful  and critical advice, and knowledge,  I came to trust and love him as a mentor and friend.  I never heard anything other than honest, measured conviction and reason from him; whether he agreed or disagreed with something or someone, it was always well thought out.  Among other things, I will treasure and remember our meals together, his cute text emojis on the holidays, and our inadvertent joint workouts at the Broadway Y over the years.  He breathed and loved Staten Island and CB1, right up until the very end.  He has run - and finished - a worthy, meaningful race.  Until we meet again, brother.  Much love from our family to yours.

I have know Joe for over three decades. His dedication to the North Shore of Staten Island is unapparelled. His knowledge of issues big and small and of city, state and federal issues was extraordinary. He was able to work with elected officials from both parties across the island and city. 

Managing  Community Board Members with 50 different opinions can be challenging, but he did it with a finesse and distinction.

But most importantly, he was a lovely man and a great father to his two daughters and son. May he rest in peace.    My sympathies to the entire Carroll Family. 



My sincerest condolences to Joe’s family. I met Joe 44 years ago  from my early days at Community Board 1. During the past  decade we reconnected. Joe always wished me a Happy Birthday and Mother’s Day. I will always cherish those wishes and his wonderful smile. 

He was one of a kind, smart  as a whip, always spoke about his children, followed by his passion for all things Staten Island. Joe has left a lasting legacy by his outstanding leadership as the District Manager for Community Board 1 for many years, a playbook others can follow. He served the  North Shore constituents and made their respective neighborhoods better places to live.

I’m glad Joe and I were friends. He leaves a great void as he touched so many lives.

I will miss Joe dearly. I worked with him for 6 years which is not a long time but long enough to know what a kind and generous man he was. Always cared about everyone else but himself.  I remember every holiday I would get a text or a simple emoji of a Santa for Christmas or a Bunny for Easter.  We had many lunches where I would watch him sprinkle his red pepper on most things. He always spoke about his family lovingly. Rest in Heavenly Peace Joe. The office will not be the same without you.  ❤️ 

I loved working with Joe. I served on Community Board 1 for more than twenty years, and it was a pleasure to see Joe dedicate his love and efforts for his District. You could go to him with any problem or situation. I remember the intense meetings we held during summer months (that year I was Chair of the Board) to get approval for our own Yankee Stadium to be built on Staten Island. Joe knew everything and everyone in City Government. You will definitely be missed Joe. I thank you for your friendship and support! Look down on us all Joe-a beautiful Angel in Heaven.

My heart felt condolences to all of Joe's loving family.. You were his pride and joy... Personally, I have known Joe for 45 years.. I would sit next to him whenever I could at different functions over the years.. He knew everyone and everything about them.. He was so knowledgeable about so many things..He was funny, always concerned and caring... One of a kind.. I will miss him always..May you rest in Peace my friend ❤️
