Born in Wildwood, New Jersey, Owen attended Hargrave Military Academy and later served in the U.S. Army, including combat in the Vietnam War with the 1st Air Cavalry Division (1966–1967).
Owen graduated from Florida Atlantic University with a degree in Finance and Law Enforcement and spent most of his career serving his community as a police officer. He was a proud patriot.
He is survived by his son, Scott Hand, and daughter, Stacey Pease. At the request of Owen, no service will be held.
