Mr. Harter was born in Collingswood, NJ and has been a resident Island Heights, NJ and Stuart, FL.
Prior to his retirement, he was a Commander in the United States Navy.
He is survived by his daughter, Cynthia Pingolt and her husband Mark of Stuart, FL, son Raymond B. Harter, Jr., and his wife Barb of Myrtle Beach, SC, son, Richard H. Harter of Los Angeles, CA and grandchildren Kate Marie, Ryan and Rachael.
