

He attended Seacrest High School and was a member of first graduating class in the Department of Ocean Engineering at Florida Atlantic University. Shortly thereafter, he began his career with Fluor Ocean Services, one that would span over 40 years with Fluor. His contributions included the completion of multiple projects of various types all over the world. He was admired by his coworkers, loyal to his subordinates, and committed not only to his profession, but to Fluor Corp. After his retirement, he dedicated his life to his wife, Anna McLemore Sands. They were constant companions, sharing mutual interests in traveling both domestically and abroad, engaging in current affairs and working together on home projects.
He is survived by his wife of 34 wonderful years, Anna; his children, Bruce Sands and wife, Katrina of Fort Myers, Florida, Melanie Clegg of Merritt Island, Florida, Kelly Maxwell of Sugar Land, Texas, and Ross Maxwell and wife, Perlyn of Sugar Land, Texas; grandchildren, Hannah, Andrew, Allina, Lily, Sophie and Austin; mother, Gertrude Dudley; brother, Kenneth Sands and wife, Maxine.
The memorial celebration of Charlie’s life will be held at 2 pm on Saturday, May 21, 2016 at The Settegast-Kopf Co at Sugar Creek, 15015 Southwest Freeway (Williams-Trace exit), Sugar Land, Texas 77478.
