

James C. Payne II PhD, 72, passed away on February 13, 2010. Those who wish to attend are invited to the memorial service and celebration of life at Culley's Meadowwood Funeral Home (Riggins Road) Saturday, February 20, 2010 at 3 p.m. He was born January 8, 1938 in St. Petersburg, Florida. Jim was proceeded in death by his wife of forty-six years, Ann R. Payne, on June 15, 2009. Surviving family includes daughters; Lisa and Nikole; a son, Rodney; four grandchildren, Natalie Ann, Alona, Alan Michael and Jasmin; one great grandson, Quentin; sister, Lillian (Lawrence); nieces, Debrah (Charles), Janice (Thomas), Joan (Joseph-deceased) and Sandra (Robert); nephews, Charles, Jeffery and Richard. And pet, Dreyfuss. Dr. Payne is a graduate of Gibbs High School in St. Petersburg, Florida. He attended Clark University for one year before enlisting in the Army. After serving overseas for four years, Dr. Payne attended Florida A&M University and graduated with a degree in Fine Arts. He continued his education at Florida State University and received his masters degree; finishing with a Doctorate of Communications in 1972. Jim retired in 2001 from the State of Florida-Department of HRS. Jim enjoyed his retirement with relaxation and regular travel, visiting his children and various shopping excursions. He will be remembered and missed for the things that he was loved for; his wit, intelligence, quiet confidence and stability.
