

F. Marvin Doyal, age 84, passed away peacefully on February 23, 2025, in Tallahassee, Florida. He was predeceased by his dearly beloved wife, Patricia Susan (Cooke) Doyal of nearly 56 years. Marvin was a loving husband, father and family man who loved spending time with his wife Patti, his sons and all his grandchildren. Marvin was born to Leo and Illa Mae (Elliott) Doyal at the home of his parents in Tatum, New Mexico. He became an Eagle Scout and graduated in 1958 as the valedictorian from Elida High School, in Elida, NM. He enlisted in the United States Air Force Reserves in 1959 until being honorably discharged in December of 1961, then re-enlisting this time in the New Mexico National Guard from which he was honorably discharged as a Staff Sergeant in 1965. While serving his country Marvin attended New Mexico Highlands University in Las Vegas, NM and was awarded a bachelor’s degree in accounting in 1964. After graduation he then obtained his CPA.
Marvin is survived by his two sons, Michael Joseph and his wife Meg, David Patrick and his wife Nicole, Grandchildren: Mari Christen, James Francis and his wife Kathleen, Sarah Jane, Great Grandson Jackson William, as well siblings Randal Jeff Doyal and Elizabeth Mae Sadler. He is also predeceased by his mother, father, older brother Leo Allen Doyal and younger sister Lola Kathryn Gaston.
Marvin’s journey took him from humble beginnings to the highest levels of government accountability while working for the GAO’s office of Special Investigations as a Congressional Investigator. After retiring from Federal Government service, he joined Florida’s newly elected Governor Lawton Chiles Administration in Tallahassee Florida. Marvin’s legacy shaped the field of Inspectors General at both the federal and state levels. He was a dedicated and distinguished public servant, mentor, and leader in the field of government oversight.
Over the course of his distinguished career, Marvin served as the Inspector General for the Florida Lottery Commission, the Agency for Persons with Disabilities, and the Florida Housing Finance Corporation, ensuring integrity and efficiency in government operations. A founding member of the Association of Inspectors General, he was a strong advocate for professional development, mentoring countless individuals and shaping the next generation of oversight professionals.
Marvin’s impact was not only professional but deeply personal. He was known for his unwavering commitment to those around him, always offering wisdom, guidance, and encouragement. He believed in the power of mentorship and took great pride in the growth and success of those he advised.
His legacy lives on not only in his family but in the many lives he touched throughout his decades of service.
A Celebration of Marvin’s life will be held on Thursday, February 27th from 6:00 PM - 8:00 PM at Culley’s MeadowWood Funeral Home, 700 Timberlane Road, Tallahassee, Florida 32312, where his family and friends will gather to honor his remarkable contributions and enduring spirit.
