Frank was born on May 17th, 1938 to Rufus Milton Boggs and Dorothy Elizabeth Boggs (formerly Brown) in Fort Myers, FL. He grew up the oldest of five with three brothers Jim Boggs, Kenny Boggs, and Ben Boggs, and one sister Carol Nogueira (formerly Boggs). As a child, he was an avid hunter and fisherman always enjoying being out on the water or in the wilderness of Florida.
He graduated from Hillsborough High School on June 7th, 1957 in Tampa, FL and then joined the US. Army in 1961. After basic training, he was sent overseas to Germany. While being treated in the infirmary, he met his future bride nurse Marlene Onderko on September 3rd, 1963. Though she initially dismissed him, his determined pursuit soon won Marlene over. They were engaged on February 14th, 1964 and spent their shared leave time traveling and skiing whenever possible.
They were married in Irwin, PA on September 26th, 1964 at St. Agnes Catholic Church. The two love birds spent their honeymoon in Europe and shared many adventures throughout their lifetime.
While in the Army, Frank received a medal as a M-14 sharpshooter and studied cartography. After being discharged, he served in the Reserves and obtained an Associate of Arts from St. Petersburg Junior College. He left school to pursue a career as an engineer working for several companies throughout his successful career designing and maintaining equipment for container manufacturing companies.
They welcomed their son Brett Boggs on August 13, 1970. The family lived in Tampa, FL, Baltimore, MD, Alta Loma, CA, and San Ramon, CA. After retiring, Frank and Marlene moved to Cape Coral, FL. Frank and Marlene always shared a passion for traveling and went on trips throughout the world exploring places such as Australia, Brazil, Hong Kong, Germany, France, Italy, and Russia.
Frank’s passion for fishing soon led him to obtain his Captain’s license in 1999 and he started his own charter business as Captain Frank’s Flats Fishing. Nicknamed Capt. Frank after his Grandfather Capt. Frank Brown, he helped many others discover a love for fishing and the beautiful waters of Florida. He competed in fishing tournaments and always enjoyed spending time on the water with friends and family.
After losing Marlene in April 2025, Frank moved back to Tampa, FL. He especially enjoyed the western genre of movies and was a lifelong fan of John Wayne. Frank was not one to sit idle long and could always be found working on various projects such as restoring boats, improving fishing equipment, or his latest endeavor, hand making lighter weight higher quality cast nets which he continued working on until his last day with us.
Frank was beloved by his family and friends for his hard work, determinedness, ingenuity, sense of humor, and love for his family and friends. He is survived by his son Brett Boggs, grandchildren Sabrina and Avery Boggs, sister Carol Nogueira, brothers Jim and Ben Boggs, and their extended family.
