
Lt. Col. Frank Joseph Phelan, 83, of Albany, New York, passed away peacefully on November 1, 2017, in Tampa, Florida. He will be remembered for his deep faith in God, his strength in body and spirit, his charisma, and his ability to connect with people and others to one another. Lt. Col. Phelan was born in Albany, New York, the fifth child of seven, to Dr. and Mrs. Thomas Phelan on September 10, 1934. He married Gayle Marie Jones on November 18, 1961. They were the proud parents of eight daughters. He was a devoted husband and loving father and grandfather. He dedicated his time and talents to his family and his community. During his 28 tenure with the US Army, he was stationed in exotic venues near and far including, Sydney, Australia and Fort Leavenworth, Kansas. He was a true patriot and Veteran of the Korean and Vietnam Wars, and was awarded, amongst others, the Bronze Star and Purple Hearts. Lt. Col. Phelan is survived by his wife of 55 years, his eight daughters and their husbands, his 14 grandchildren, and two sisters and one brother. Funeral services will be held at 10am on November 6, 2017 at St. Paul Catholic Church, Tampa, Florida. He will be buried at Bay Pines National Cemetery, St. Petersburg, Florida.
