She was born February 13, 1935 in Clarksville, Texas to Lonnie and Francis Roten. Hazel was the youngest of 13 children. She married Rodger Mann, an army serviceman and retired in Copperas Cove in 1969. She was a member of the Clear Creek Baptist Church.
Survivors include two sisters; Mamie Johnson, of Cypress, California and Edith Brewer, of Waco, Texas and two brothers; Louis Roten, of Stanton, Texas and Joe Roten, of Alliance, Nebraska. A daughter ; Lynn (Mann)Payne and her husband Col (Ret) Jerry Payne of Killeen, a son; Timothy Mann of Houston, Texas two granddaughters; Ondrea Moffatt, of San Marcos, and Bitsey Thombley of Killeen, Texas. Five great-grandchildren ; Miranda, and Ashten Moffatt of San Marcos, Texas; Haley Wallace, Landon Thombley and Gracie Thombley of Killeen, Texas.
