Charles Franklin Harland was born April 8, 1941 in Texarkana TX and passed away October 22, 2021 in Alexandria, Virginia.

He is survived by one sister, Martha Dolph, sister-n-law Betty Harland, 1 nephew, 4 nieces and several cousins, grand nieces, grand nephews and dedicated friends. Charles graduated from Texas High School and studied at The University of Texas at Arlington, SMU and Texas Christian University. He graduated from the University of Texas in 1965 with a Bachelor of Science in Electrical Engineering. He started work as an Electrical Engineer at the Federal Power Commission’s Bureau of Power. He was assigned to the Division of Electric Rate Regulation. He also served for two years as acting Assistant Director of the Office of Electric Power Regulation. His final position was known as a Public Utilities Specialist at the Federal Energy Regulatory Commission. Even though he lived far away from his family he came home during the summer and at Christmas making summer vacations and the Christmas holiday season special. The family also enjoyed visiting Charles in VA where he was a great tour guide for all the sites in the Alexandria/Washington area. Charles was very good at repairing and fixing all kinds of mechanical devices and had an avid interest in family history. As a youngster he opened a burger stand during the summer and did very well with his business and also enjoyed playing the piano. Charles served as President of his Yacht Club and of his Toast Master Chapter. Family and friends are invited to graveside services which will be held 11:00 a.m. Tuesday, November 2nd 2021 at Hillcrest Memorial Park 5101 West 7th Street Texarkana Tx with Rev. Tom Dolph officiating.

The family will receive friends from 10:30 a.m. until 11:00 a.m. at the cemetery.

In lieu of flowers the family requests that donations be made to St Jude’s or your favorite charity.

Fond memories and expressions of sympathy may be shared at for the Harland family.
