He was born on September 25, 1957 in Wichita Falls, TX. he was a member of Landmark Apostolic Church and a veteran of the U S Navy.
Survivors included his wife Cyndi Halter of Texarkana, TX; brother, Richard V. Halter, Jr of Texarkana, TX; brother-in-law, Benny Davis of McAlester, OK; sister-in-law Missy Paschal of Texarkana, AR; aunt, Anna Harris of Mt Pleasant, TX and a number of nieces and nephews and four God children.
Cremation is under the direction of East Funeral Home-Moores Lane.
