He was born in Dumas, Texas on January 6, 1951. Koy graduated from Bastrop High School and received a Bachelor of Business Administration from Sam Houston State University.
He was married to Linda Bertling Kragh on May 26, 1973.
Koy had a career in accounting for Mitchell Energy and Development. He was a member of Oak Ridge Baptist Church and had a passion for volunteering. Koy especially loved leading Boy Scouts and teaching Sunday school.
He was survived by wife; Linda Kragh, children; Koy Neal Kragh and Kandace Caye Zoss, grandchildren; Emalyn and Kenith Zoss, and sister; Jerre Mouser.
A visitation will be held at Forest Park The Woodlands Funeral Home & Cemetery, Fireside Room, located at 18000 Interstate 45 South, The Woodlands, TX 77384, on July 15, 2025, from 10:00 am to 12:00 pm.
The funeral service will follow at the same location in the Magnolia Room from 12:00 pm to 1:00 pm.
A graveside service will take place at Forest Park The Woodlands Funeral Home & Cemetery on July 15, 2025, from 1:00 pm to 1:30 pm.
A catered reception will be held in the Willowcrest Room at the same venue from 1:30 pm to 3:30 pm.
