Richard is preceded in death by his father John Francis Bills Jr, his mother Beulah Bernice Bills and his twin brother David Bills and is survived by his wife Kandice, their three daughters, Morgan, Kelcie, and Bailee, and his brothers John Francis Bills III and Theodore James Bills.
