Following high school, he entered the Air Force and served a tour on Shemya, the remote Alaska island, monitoring Soviet communications. After service in the Air Force he returned to Portland, where he graduated from Portland State University in 1966.
While attending PSU, and working at Piggly Wiggly in Northwest Portland, he met and married Susan Brandon on August 28, 1965. With an abundance of love Tom & Susan were blessed with two children, Jeff & Tim.
Tom taught history at Cedar Park Middle School and was proud that one of his students became Oregon’s Secretary of State. While teaching at Cedar Park Middle School, Tom attended law school in the evenings at Lewis and Clark, graduating in 1973. He subsequently passed the bar in both Oregon & Ohio.
Starting in 1973 he served as civilian counsel for the Air Force at Wright-Patterson Air Force Base in Ohio; served as Municipal Court Judge in Lake Oswego; and worked in the office of General Counsel of the Oregon State Bar. Starting in 1980, Tom served in the Adult and Family Services Division of Oregon’s Department of Human Services through 1999, including 16 years as an administrative law judge.
During the 1980s, Tom enjoyed acting in several musical performances at the Lakewood Center for the Arts in Lake Oswego.
In the years after retirement, Tom enjoyed traveling with Susan, family, and friends. He enjoyed visiting Lonesome Cove in the San Juan Islands; Cabins on the Metolius River; and Sedona, Arizona, and taking several cruises.
At home he built a kayak & actually sailed it in the Tualatin River & San Juan Islands. He also dug a water feature in our backyard, which included a pond, waterfall & creek.
He also participated in the SMART program, drove school buses, attended reunions of his elementary and high schools, and volunteered at the Tualatin River National Wildlife Refuge.
He will always be remembered by his wonderful sense of humor & fast wit. He made us laugh. He always had us guessing what he was up to. He will truly be missed.
Tom is survived by his loving wife, Susan Adrianne Hebert of Tualatin, Oregon, his son Jeffrey Scott Hebert, his son Timothy Michael Hebert, his granddaughter Elise Melia Hebert, & two daughters-in-law, Shannon Starratt & Andrea Phelps, & his brother Michael Gregory Hebert.
