

Phyllis was born on February 29, 1932, and loved being a leap year baby so that she could claim that she was technically younger. She met the love of her life, a Navy sailor, Richard (Rick) Nelson Seaborg and they married on April 24, 1954. He passed away in 2005. She is survived by one daughter and three sons, along with five grandchildren, three great-grandchildren, and numerous nieces, nephews, great nieces, and great nephews.
Phyllis grew up in Baltimore City on East 25th street, raised by William Garmer and Catherine (Bosse) Garmer and graduated from Eastern High School. She is pre-deceased by two siblings, William Garmer Jr. and Dorothy (Garmer) Prenger. She worked for Martin Marietta and Sun Life Insurance in her younger years. Once she had her children, she was a stay-at-home mom, including being a Boy Scout Den Mother, until she returned to the workforce in the mid-70’s working at Stewart’s Department Store in the Infant Department, part-time. She then went on to be a church secretary before working for Towson State University and then the State of Maryland Department of Administrative Hearings before officially retiring in 1995.
In 2006, Phyllis moved to Carroll Lutheran Village retirement community in Westminster, MD and spent the last 19 years there. She enjoyed meeting friends and enjoying many activities, including water aerobics three mornings a week and various bus trips the first several years after she moved there. She had a hip replacement in 2018 which resulted in her using a walker, but she continued to be as active as she could, still participating in a knitting group once a week where they donated blankets to the Linus Foundation (for babies). She was well known for always remembering birthdays and never missed sending a birthday card to her Garmer side of the family, which they cherished. Although she began developing physical limitations over the past year or so, she was sharp as a tack and really enjoyed watching her Baltimore Orioles games faithfully.
Interment will be private, and a Celebration of Life will take place at a later date.
