

Colonel Franklyn M. Felciano, a proud veteran of the United States Air Force, a veteran of the Vietnam war, and a decorated fighter pilot, passed away peacefully on May 17, 2025. He left behind a legacy of honor, service, and deep devotion to his family and country.
Born on August 5, 1932, in Norwich, Connecticut, to Manuel Felciano and Josephine Felciano (Jackson), Frank was raised in a large, hard-working family. Having been immigrants-- his father, a talented stone mason, and mother, a dedicated homemaker— gave Frank his strong drive and unbreakable work ethic. He was a proud graduate of the University of Connecticut (UCONN), where the foundation was laid for a life of integrity, leadership, and sacrifice.
Frank served his country for 27 years in the United States Air Force, quickly rising to the rank of Colonel. In addition to being a skilled fighter pilot and flying numerous missions with exceptional precision and bravery, he was also a flight trainer, a squadron commander, and ended his military career as commander of Davis Monthan AFB, earning the respect of his peers and the gratitude of a nation.
Above all, Frank deeply cherished his family. The love he had for his wife, children, grandchildren, and great-grandchildren could not be matched. He took immense pride in their accomplishments and happiness. He supported and nurtured them in every way possible. One of Frank’s favorite pastimes was to create games and scavenger hunts for the children and to see their joy as they opened their cards and gifts, figuring out the puzzles.
Frank is survived by his beloved wife, Jeaneen Felciano (Gers), whose steadfast love and support were his constant source of strength. He is also survived by his children and their spouses: Randy Felciano and wife Peggy (Boge), and Gedi Phillips (Felciano) and husband Ryan Phillips. His cherished grandchildren include Michael Barrett, Diana Phelan (Barrett) and husband Jeff Phelan, Nicole Thomas (Felciano) and husband Mark Thomas, and Jennifer Felciano; and his great-grandchildren: Abigail Phillips, Brandon Phillips, Grace Thomas, and Jacob Thomas.
He was preceded in death by his daughter, Christy Barrett (Felciano), and his grandson, Scott Felciano.
Frank was one of eight siblings and is survived by his brothers Richard, Ronald, James, and Thomas Felciano, and sisters Mary and Marjorie. He was preceded in death by his sister Delores. He is also remembered fondly by many extended family members and friends who were touched by his generosity, spirit, and especially his kindness and humor.
Frank’s life was a testament of courage, discipline, and love. He was accepting of everyone. He will be remembered not only for his distinguished military career but for the warmth, wisdom, and unwavering support he gave to all who knew him. There was never a soul who met Frank that didn’t love him, and he never left a room without a parting joke. He led and inspired thousands. He will be missed by all.
A graveside service for Frank will be held Tuesday, June 10th, 2025, at 10:30am at East Lawn Palms Mortuary, 5801 E Grant Rd, Tucson, AZ 85712 with reception to follow. In lieu of flowers, the family asks that donations be made to the Wounded Warrior Project in his honor.
