Predeceased by his parents Roy and Isabel Milligan; survived by his wife Diane Neffson and his brother Richard (Patti) Milligan. He grew up in East Islip on Long Island where he played award-winning classical clarinet and he proudly attained the status of Eagle Scout.
He earned a BS at the University of Arizona in Engineering Mathematics, a BSBA in Production Operations Management and a MS in Management with a minor in System Engineering. In 1976 he did postgraduate work towards a PhD in a Systems Science Program at Portland State University.
His work experience ranged from Industrial Engineer & Manufacturing, Engineering Manager (startup) Gates Lear Jet, National Semiconductor and Lockheed Aeromod. He ended his career as Corporate Strategic Planning Manager, Corporate Real Estate Site Development at Intel Corporation in Chandler, Arizona.
In college he was a licensed AAU bicycle road racer and in 1971 rode in two Olympic trials in California. From 1988 to 1996 he was a member of the US Power Squadron and proudly served as Executive Officer of the Tucson Squadron in 1993. He enjoyed a lifelong hobby of bird watching and photography. He will be missed by all his family and friends.
