Richard was a United States Army veteran of the Korean War and a two-time recipient of the Purple Heart. He served with the 82nd Airborne Division and fought at the Battle of Old Baldy and the Chosin Reservoir. He was a lifetime member of the NRA and later served as an usher at First Baptist Church of Modesto.
Richard was known for his exceptional work ethic. He worked up to his final day, was always punctual, and believed in giving his full effort in everything he did. Most recently, he worked for Safe T Lite of Modesto, where he continued to demonstrate his dedication and strong sense of responsibility. He was disciplined, principled, and committed to doing what was right. He took care of those around him without hesitation. He also served as President of the Laborers Union Local 1130.
He is survived by his daughters, Linda Peters and Lisa Cano-Pires (Fernando); his brother, Wayne Freitas (Nelfa); and his grandson, Christopher Cano (Makayla).
He was preceded in death by his wife, Sandra Peters; his son, David Peters; his grandson, Bradley Pacheco; his father, Joseph Peters; his mother, Evelyn Peters; his brother, Clyde Peters; his brother, Vernon Freitas; and his sister, Irene Freitas.
A visitation will be held at Whitehurst-Norton-Dias Funeral Service, 286 West Main Street, Turlock, California, on February 26, 2026, from 10:30 a.m. to 11:00 a.m. A chapel service with military honors will follow at 11:00 a.m.
The committal service will be held at San Joaquin Valley National Cemetery, 32053 McCabe Road, Santa Nella, California, on February 27, 2026, at 11:30 a.m.
