

Died on January 1, 2017. He was a devoted husband, loving father, and life-long public servant. Born on February 19,1933 in Staten Island, NY, he attended Columbia University as an undergraduate and received a Doctor of Philosophy in theoretical physics from Oxford University. He continued his research and taught at Carnegie Tech in Pittsburgh, PA and moved shortly thereafter to Washington, DC in 1960 to work at the National Bureau of Standards. He then moved to the White House's Office of Management and Budget, where he served for over 25 years. His last position there was Associate Director for National Security and International Affairs under President George H. W. Bush. Subsequently, he taught at the National Defense University and at Georgetown University; he was also a consultant and active in the Washington, DC Republican Party.
Bob is survived by his spouse of nearly 60 years, Bulbul Howard; and three children, Nina Regan (Bill) of McLean, VA, Nicholas Howard (Catherine) of London, UK and Sarah Howard (Dan Ezrow) of Washington, DC; and six grandchildren, Emma and Anna Regan of McLean, VA, Jonathan, William, and Sophia Howard of London, UK and Alexandra Ezrow of Washington, DC. Memorial Service at a later date. In lieu of flowers, the family requests that donations be made to Woodley House or the Bishop John T. Walker School for Boys in Washington, DC.
