

It has been said that the highway of life is filled with many "beginnings" and "endings" and for Charles Richter Reusing his journey "began" on August 9, 1940 in his native Cincinnati, Ohio and "ended" on June 3, 2025 in Williamsburg, Virginia, where he retired in 2002.
It seems only fitting that his professional career also "began" and "ended" in his native Ohio, first as a juvenile parole officer in 1963 in the Cincinnati Regional Office of the old Ohio Youth Commission, and "ended" on December 31, 2001 when he retired as the Administrator of Internal Management Audits for the Ohio Department of Rehabilitation and Correction in Columbus, the nation's fifth largest adult correctional system.
Between those career assignments, Chuck managed to earn a Master's degree in Social Work from West Virginia University in Morgantown, a Master's degree in Corrections from Florida State University in Tallahassee, and following his degree from Florida State University, Chuck remained in Tallahassee to serve as the Administrative Assistant to the Director of the Florida Division of Mental Health, and later served as the Assistant Administrator of Residential Treatment programs for the Florida Division of Youth Services, which included all of the Division's training schools, juvenile detention centers and juvenile community based residential and non-residential treatment programs.
It was in the area of correctional accreditation that Chuck will be most remembered, however, "beginning" as the Director of Field Operations for the Commission on Accreditation for Corrections in Rockville, Maryland from 1979 - 1985 where he supervised the conduct of accreditation audits throughout the United States and Canada and from 1985 - 1995 when he served as the Director of Accreditation for the Tennessee Department of Correction in Nashville and, through his efforts, the Department became fully accredited in 1994, the first state correctional system in America to have all of its correctional programs nationally accredited, including its adult correctional institutions, community based residential programs, probation system, training academy and central office.
Through his accomplishments both nationally and in Tennessee, Chuck received the first Accreditation Manager of the Year Award from the Correctional Accreditation Managers' Association in 1995. Returning to his native Ohio in 1996, Chuck became the Administrator of Internal Management Audits in the state's adult correctional system, which included conducting policy compliance audits for the system's 35 adult correctional institutions. Five years later, the Ohio Department of Rehabilitation and Correction also became fully accredited by the Commission on Accreditation for Corrections. Chuck's correctional career "ended" in December 2001, when he took an early retirement.
Moving to Williamsburg, Virginia in 2002 following his retirement, Chuck became a long time volunteer for Colonial Williamsburg, the Jamestown-Yorktown Foundation and Sentara Williamsburg Regional Medical Center. He also served two separate terms on the Board of Directors of the Carriage Homes Owner's Association, one as President one as the Treasurer and also served as the Chapter Advisor of the Lambda Chi Alpha fraternity at the College of William and Mary for ten years. He was also one of the founding volunteers for Honor Flight - Historic Triangle, which arranged trips for World War II veterans to visit the World War II Memorial in Washington, D.C.
In addition to his two graduate degrees, Chuck also earned a bachelor’s degree in Sociology from the University of Kentucky in 1963 and established scholarships for deserving students at each of the three universities he attended.
Chuck, who was affectionately known as "Rick" among family members because of his Richter middle name is pre-deceased by his parents, Charles William Reusing and Edna Dorothy Richter Reusing of Cincinnati, Ohio; his twin brother, Bill, of Charlottesville, Virginia; his brother, Robert of Fort Myers, Florida; and three sisters-in law, Sandy Reusing of Milford, Ohio, Karen Wilzbach of Cincinnati, Ohio, and Janet D. Reusing of Charlottesville, Virginia. Survivors include two brothers, John of Williamsburg, Virginia and James of Cincinnati, Ohio. John and Jim are twin brothers, as were Chuck and his twin brother, Bill. Also surviving are a host of nieces and nephews and cousins.
Burial will take place at Spring Grove Cemetery in Cincinnati.
