

Born on July 11, 1950, Jacque lived a rich and adventurous life surrounded by loved ones and cherished memories. She is remembered fondly by her surviving family and friends for her warmth, kindness, and creative spirit.
Jacque was born in Albuquerque, NM, and retired as a beloved resident of Williamsburg, VA, after serving as a U.S. Army spouse across the U.S., Italy, and Germany.
A lifelong advocate for education, Jacque was devoted to both learning and teaching. She attended Norview High School in Norfolk, VA, the College of William and Mary in Williamsburg, VA, and Methodist College in Fayetteville, NC. She taught foreign languages – notably French – and drama in multiple school systems, retiring from Cumberland County Public Schools.
Jacque found joy in various hobbies, which included travel, cooking, fine arts, and collecting European décor, porcelain, and crystal. She traveled extensively across North America and Europe over the years and was particularly fond of Italy and France. Her culinary skills were matched by her hostess skills: Jacque was known for throwing “fabulous” parties and events, much to the delight of family and friends. Her artistic talents brought beauty into their lives, whether through a funny drawing on a lunch bag, elegant calligraphy, or a full oil painting mounted in a local display.
Jacque was preceded in death by her father, Donald Ray Ross; mother, Elizabeth Jane Falbo Ross; and sister, Donna Kathryn Ross Tierney. She is survived by her devoted husband of 53 years, Martin James Oakes; her daughter, Elizabeth Brittingham Oakes; and her son, Noel Martin Oakes. Her presence will be deeply missed, but her legacy of love and outstanding style will continue to inspire those who knew her.
Jacque will be interred in Arlington National Cemetery. A memorial service to celebrate her life will be held on March 8, where family and friends can gather to pay their respects and to share in the stories and experiences that made her so special.
