

Phelps was a resident of Gettysburg, Pennsylvania for all of his school years including his BA degree from Gettysburg College.
Upon graduation, Phelps accepted employment with Procter & Gamble in Cincinnati, Ohio. He earned an MBA at University of Cincinnati, and also spent six years serving in the Ohio Army National guard. During this period in Cincinnati, he met Ann. They married and enjoyed 61 years together, raising two children.
His 39 year career with P&G spanned numerous management assignments in Manufacturing and Industrial Relations. His last assignment before he retired was three years in Prague, Czech Republic. Later he and Ann did volunteer mission work in Japan with their daughter’s family. In Cheboygan, Michigan, Phelps was chairman of the hospital board for many years and a director of the Chamber of Commerce. With his family he enjoyed sailing on the Great Lakes and snowmobiling and skiing in the winter.
Phelps and Ann were active with many leadership assignments in churches in all the various locations where they lived. Phelps loved God and his faith in Jesus brought him confidence and joy. In Williamsburg, Phelps served with Lackey Clinic on their expansion project, Riverside Doctors Hospital as a volunteer, on the Kingsmill Parcel committee, on Community Chapel committees and Eastside Church. He was a Rotarian and served on several resident committees at WindsorMeade retirement community.
Phelps and Ann enjoyed continual learning and world travels. Phelps is survived by Ann, his beloved wife of 61 years; their son, Robert and their daughter, Katherine Sedlacek (David); grandsons, Andrew (Hannah), Timothy (Rachel) and Daniel (Brooklyn); and three great-granddaughters. He is also survived by his stepbrother, Robert Bigham (Beverley) and his stepsister, Jane Sulzberger; and many nieces and nephews. He was preceded in death by his parents, his brothers, Richard and Peter, and his sister Betty Ann.
A Celebration of Life service will be held on January 25, 2025 at 2:00 pm at Eastside Church, 473 Merrimac Trail, Williamsburg, VA. All are welcome.
