Billy was preceded in death by his parents, James Elvin and Ruth Schoenbach Hartless, his brother Virgil and sister-in-law Donna, and his parents-in-law, Salvatore and Patricia Russo.
Survivors include his beloved wife, Pamela, his sister Cecelia Ann, his brother James, his stepdaughter Rachel Spence (Stephen), and his brother-in-law Thomas Russo, as well as myriad nieces, nephews, grandnieces and nephews, and cousins, as well as a handful of aunts and one uncle.
He was a 20+ year veteran of the US Army Reserves, and employed by Yoder's Frozen Foods, 7-11, and served as a VDOT patroller for another 20+ years.
He loved his football, especially the Washington Commanders (aka Redskins), and also NASCAR, and Star Trek, and was a legacy member of Moose Lodge 1119 in Newport News/Hampton.
A service will take place at 2:00 PM on Saturday March 1, 2025 at Nelsen Funeral Home, Williamsburg, Virginia. Funeral honors will be rendered by the United States Army.
