

Carlton was born Sunday, 2pm August 17, 1924 on the Lucas Farm in the town of Beasley, near present day Holly Neck in Washington County, N.C. to Minnie Spruill and Carlton Ervin Phelps. Carlton started school in Roper, N.C. September 1930. In 1931 the family moved to Williamston, N.C. where he graduated from Williamston High School in 1941.
Carlton entered the Army July 21, 1944 at Fort Bragg, N.C. He attended training camp at Camp Wheeler Georgia with the Company I 18th Infantry 1st Division. Private First Class Phelps was a Weapons and Platoon Machine gunner and later a 60m Master. While serving in Europe, PFC Phelps earned a combat Infantry badge, , Marksman Badge with rifle bar, World War II Victory Medal, European African Middle Eastern Campaign Medal and 3 Bronze Stars for participation in the Battle of the Bulge, Ardennes-Absace, Central Europe and Rhineland Campaigns. On January 31, 1946 PFC Phelps was honorably discharged from Hospital Station at Fort Story, V.A..
After serving in the military, Carlton continued to work in government service at U.S. Marine Corps. Edenton, N.C., U.S. Customs in Wilmington, N.C. and Richmond, V.A., U.S. Department of Agriculture, A.S.C. and Farmers Home Administration. Additionally, with the U.S. Postal Service he was Postal Clerk for two years, substitute carrier, and rural route 1 carrier 14 years, and Post Master 14 years at Roper, N.C.. He retired July 2, 1986 with a total of 35 years of service. In addition to his other careers, he was a lifelong family farmer, first with his father and brothers, then later in life with his son-in-law, Jimmy Davenport and their family.
He was a member of Roper Rurtain Club and held all offices of the club. He was a member of the Creswell American Legion Post number 391 for 28 years. He served 8 years on Washington County Planning board and 5 years on the Washington County Community Resource Council. He was a lifelong member of the Washington County Republican Party and a member of the First Christian Church in Williamston, NC.
Carlton was preceded in death by his wife Leyta Faye Gardner, whom he married May 20, 1951, and his brother Gordon Reynold Phelps. He is survived by his two daughters: Deborah Phelps Davenport and Carleen Phelps Steigerwald, his grandsons: Joshua Troy Davenport and wife Krystal, Isaac Martin Davenport, and Joseph Bartlett Steigerwald, and his sisters: Violent Barwick, Maxine Pickard, and Linda Nooney and his brother Gerald Phelps.
A celebration of his life will be held on Sunday, January 13th at 2pm at Fairview Christian Church, 1020 Fairview Church Road, Williamston, with Pastors Josh Davenport, Don Phelps, and Edgar Massencup officiating. The family will receive friends at 1pm at the church prior to the service and other times at the home, 14333 NC Hwy 32S, Roper. In lieu of flowers, memorial gifts may be made in Carlton’s honor to The American Legion Post 391 in Creswell or The American Legion Post 40 in Edenton- in appreciation of their tireless service to veterans. Biggs Funeral Home of Williamston is serving the Phelps family.
