In addition to her parents, Joyce was preceded in death by her daughter Robyn Neal; two sisters: Jean Haggard and June Hines; brothers: Daniel Blake and Theodore Blake, Jr.
She is survived by her husband, Robert Frazier Neal, Jr.; daughters: Kelley Neal of Wilmington, NC and Catherine Hoggard and husband Chip of Raleigh, NC; grandchildren: Robyn Kerr of Wilmington, NC, Brock Hoggard and Blake Hoggard both of Raleigh, NC.
A Visitation will be held from 10:30am until 11:30am on Saturday, September 20, 2025, at Coble Funeral & Cremation Service at Greenlawn Memorial Park, 1155 Shipyard Boulevard, Wilmington, NC. The Memorial Service will follow at 11:30am with Pastor Mike Morley officiating.
