Born April 18, 1937 in Wilmington, NC. He is preceded in death by his father Vura K Foy Sr., mother Bessie Fisher Foy, brother Vura K Foy Jr., sister Geraldine Foy Lutterloah. He is survived by his 94 year old Aunt Marie Fisher Mullen of West Virginia, and several cousins, nieces and nephews.
Graveside services and Remembrances will be held at 2:00 pm on Monday, March 16, 2026 at Greenlawn Memorial Park, 1311 Shipyard Blvd., Wilmington, NC, by the Rev. Samuel Hill of the First Advent Christian Church, Billy's childhood church.
In lieu of flowers, memorial donations may be made to the First Advent Christian Church, 1625 College Rd. Wilmington, NC 28403.
