

Billy was born in Duncan, Oklahoma on December 26th, 1924. As a youth he participated and excelled at baseball, basketball, football and track and field. He often loved to say that he could 'pick 'em up and lay 'em down', at one time being one of the top three sprinters in the state of Oklahoma. He served in the Navy in the South Pacific during World War II. Upon returning home he attended Northeastern State University located in Tahlequah, OK becoming a teacher. Over the years he taught at Chilocco Indian Agricultural School located near Ponca City, OK during the1950's, Hoover High School in San Diego, CA 1958-1988, Grossmont College and San Diego City College 1970- 1988. He also owned several small businesses during his life, including gas stations and a commercial sports fishing boat. Besides fishing, Billy was an avid baseball fan, major league scout and coach of baseball and track and field for many ages. The last team he coached, the 'Rookies', had Adrian Gonzales as a member who is currently the first baseman for the LA Dodgers.
Billy was married to his beloved wife, Mae Aleene , for 67 years. She preceded him in death in March 2010. His son Richard died in May of 2004 leaving one child, Matthew. He is survived by his son, Gregory and daughter-in-law Candyce, along with their three children Shalom, Micah, and Charity.
His surviving brother, Danny Bailey, lives in Oklahoma.
