He mainly grew up in Tulsa but spent a little time in Arizona. He married Willa Faye (David) English in Tulsa in 1937. She preceded him in death in 2012. They lived in Tulsa, Oklahoma, Findlay, Ohio, Robinson, Illinois, Houston, Texas, Lago Vista, Texas and San Antonio, Texas.
He was preceded in death by his wife, Willa Faye and his daughter, Frances Fay Palmer. Surviving are his son David (Frances) English, grandchildren, Russell (Lisa) English, Sean (Rebecca) English, Robin (Sean) Bircher, Ginger Mills, Mary (David) Gother, Charles Palmer, Harrison Palmer, nine grandchildren and one great-great grandchild.
Frank was employed for 38 years by Marathon Oil Company (earlier Ohio Oil Company) where he took early retirement in 1974. At Marathon, he became manager of products supply and transportation. He belonged to various business related organizations and the federal fuel reserve board. After early retirement, he spent four years with an independent oil and gas operation in Houston, Texas. In Robinson and Findlay, he was a member of the B.O.P. Elks and the Masons in Findlay.
Final retirement took him to Lago Vista, Texas. There he was a husband, father, grandfather and great grandfather. His activities included woodworking, golf and fishing. He was elected to the local MUD board where he served as president for part of the time. He lived there for thirty-three years.
Faith wise, he was raised in the Christian Church and early in the marriage. In Findlay, he later joined the Presbyterian Church where he became a deacon. Most of the time in Lago Vista they were members of the Non-denominational Church. However, they moved to the new Methodist Church prior to leaving Lago Vista. In San Antonio, he attended both the Christian and Presbyterian Churches.
Sports wise he was a bowler, golfer and fisherman. He belonged to a bowling league in Robinson and early in Findlay. Golfing started in Robinson and continued in Findlay, Houston and Lago Vista. Most of his fishing was in Ohio and Canada. He supported his son in basketball and football in junior and senior high. Football was a great draw for many of his years.
Funeral service will be conducted at 1:00 p.m. on Tuesday, December 3, 2019 at Cook-Walden/Capital Parks Funeral Home, 14501 North Interstate Highway 35, Pflugerville, Texas. Pastor Rick Waters will be officiating. Interment will follow at Cook-Walden/Capital Parks Cemetery in Pflugerville, Texas.
A Visitation for family and friends will be conducted on Tuesday, December 3, 2019 at Cook-Walden/Capital Parks Funeral Home from 12:00 p.m. to 1:00 p.m.
The family and many friends will miss him.
