

Linda James McKay, of Alexandria, Va., born May 15,1946 in Charlotte, NC., died following a long battle with Alzheimer’s on Monday, February 24, 2025 peacefully with her husband by her side. She was the daughter of James A. McKay and Henrietta McWhirter of Mint Hill, NC. She attended local schools at Bain Elementary School and East Mecklenburg High School. In 1968, she graduated from Furman University in Greenville, SC, with studies in history and chemistry. After attending the University of Virginia Law School for one year, she worked as a Management Analyst at the U.S. Veteran's Administration in Washington, DC, helping the new Physicians Assistance Training Program. After several years, she returned to the University of Virginia Law School, graduating in 1975. From 1975 to mid 1978, she served as an Assistant District Attorney in Brooklyn, NY, handling appellate litigation and extraditions.
There, she met and married her husband, Frank J. Marine, another Assistant District Attorney, on May 7,1977. From 1978 to 1983, she worked at the Law Enforcement Assistance Administration, U.S. Department of Justice in Washington, DC, administering federal grants to state law enforcement and court agencies. From 1983 to mid 1986, she worked at the Hawaii Criminal Justice Commission in Honolulu, Hawaii, preparing reports and studies regarding Hawaii's criminal and judicial systems. Ms. McKay also did volunteer work at the Hawaii Botanical Gardens. In late 1986, she returned to work in Washington,DC at the Office of Justice Programs at the Bureau of Justice Assistance, U.S. Department of Justice, where she managed and implemented grants to state and local agencies in various criminal justice programs, until she retired in 2004. In retirement, she and her husband enjoyed traveling extensively to Europe and elsewhere. Ms. McKay is survived by her beloved husband, Frank Marine, of 48 years and her brother, Jeffrey McKay of Wilmington, NC.
