Billy was born in Whitesboro, Texas on December 25, 1934. He attended local schools until the age of 16 when he moved to Amarillo with his cousin Jesse Borough in 1950. He soon met his soon to be wife Jeanette while cruising Polk Street. They married in 1952 which was the beginning of a 72 year union. Billy went to work with his father in-law P.V. Grey in the construction business, and enjoyed a life long career as a plasterer. Billy made friends easily and he and Jeanette were blessed with many lifelong friends, He loved fishing and camping trips with friends and family. He was an avid Dallas Cowboys fan, and lived his long life with many adventures.
Billy was deeply loved by family and friends, and he returned that love with his big loving heart.
He is survived by his wife; Jeanette A. Smallwood, son; Phillip Vance Smallwood, daughters;Teressa L. Brewington and husband Jim R. Brewington, Sharron R. Strauss and husband Doug Strauss, 4 grandchildren, 7 great-grandchildren, and 6 great-great-grandchildren, brother; Ronnie, and sister Barbara.
Billy is preceded in death by his parents, and one sister Sylvia.
